HTTP Server Error: Port 80

We noted the same thing and for us it turned out to be either Windows update or an anti virus like Trend OfficeScan causing the issue. It never was an issue with 7x. Have a look at the services and see if there is anything like "Application Layer Gateway Service", then stop that and load http.
